What is a general plan? A general plan is a set of long-term goals and policies that guide local land use decisions. What is the OPR General Plan Guidelines? The OPR General Plan Guidelines provides advice on how to write a general plan that expresses a community's long-term vision, fulfills statutory requirements, and contributes to creating a great community. California State Agency Technical Resources for General Plans OPR, with the assistance of state agencies, has compiled a list of state agency resources that can be used by local governments to create or update a general plan. The resources include studies, guidebooks, data, and grant opportunities. The list is by no means exhaustive and will be updated by OPR as needed. How can you participate in the OPR General Plan Guidelines update? OPR is asking for input on how we can improve the usability of our General Plan Guidelines. To comment, please contact Julia Lave Johnston, or Seth Litchney Update Schedule OPR will hold a series of public forums to discuss the draft. We will also take written comments by mail or email. Please send us your contact information if you would like to receive updates and event information.
